Everyone is a victim of discrimination, of some sort. While people tend to advocate empowering people who are discriminated against, those who discriminate need to be addressed as well (those who discriminate, in my opinion, are victims too). Think of when you are discriminated against and when you actually discriminate against other people.

Both Mr. Green and Ms. Lancaster offer really good points. What else can be said about private contribution, which is usually tailored to local needs yet small in size, and public aid, which is larger in scale but subject to corruption and politics, esp. in developing countries? Ms. Lancaster may be a little too idealist (from the viewpoint of a developing country citizen who has been sort of involved in development activities), but her ideas are some very good guidelines for aid receiving governments.
How can we have a combination of these 2 kinds of aid: the institutional and "pocket" power of the government and the flexibility and efficiency of the private sector while reducing the negative sides of them? Public-private partnerships sound good, but I have not seen very much of these except in development-related literature.
